Herbert W. Armstrong explains that a covenant is an agreement between two individuals having conditions and promises. God made an agreement with ancient Israel, promising immense, but temporal physical blessings-headship and prominence over the nations of the earth- if they would submit to His Commandments and yield to His rule. Because of their hard-hearted carnality, most of them disqualified. God subsequently fashioned a second covenant with spiritual Israel, having superior promises (including eternal life and to become co-heirs with Christ as members of God's very family) ratified with Christ's blood. The conditions (keeping God's laws in the spirit as well as the letter) remain the same - with the added feature that with the begettal of God's Holy Spirit, one would have the will and power to keep these laws in their spiritual intent.
